  subscription-manager repos --enable=rhel-7-server-optional-rpms

  Install EPEL :

  yum install epel-release
  

  Install EPEL when epel-release is not available :

  wget https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm
  yum install epel-release-latest-7.noarch.rpm

  For some specific packages (like llvm-toolset-7-clang), also enable :

  subscription-manager repos --enable=rhel-server-rhscl-7-rpms
